Almost 60% of children reported to Canadian child welfare agencies received ongoing Child Welfare services or were referred to specialized services. While there is an abundant amount of empirical literature on the decision to place a child in foster care, decisions to provide any support to the child and their family are only marginally studied. Using the CIS-2008, results will be presented to fill that gap. Besides analyzing case characteristics, models accounted for variance on the level of the agency serving the child. Several case characteristics were significantly associated with the odds of receiving support services. Although there was considerable variation of service referral rates between agencies, factors accounting for that difference remain largely unexplained.
